摘要 以國有重点林区所在地伊春市为研究对象，介绍了研究区的人文与自然环境概况，以及研究区天保工程实施进展与取得的成果。在探讨评价指标体系设置思路和原则的基础上，运用专家咨询法和层次分析法，将评价体系分为目标层、准则层、指标层和子指标层4个层次，并从生态效益、社会效益、经济效益3个方面综合构建了伊春市天保二期工程政策实施绩效评价指标体系，包括一级指标1个，二级指标3个，三级指标10个，四级指标22个，并计算得到各个指标的权重因子，其中，生态效益B 1、社会效益B 2和经济效益B 3所占权重分别为0.539 6、0.163 4和0.297 0。该指标评价体系的构建思路和计算方法能较好地适用于该区域，满足该区域天保二期工程政策实施评估的需求。最后根据建立的评价指标体系，指出其所具有的现实意义：该评价指标体系可以对伊春市天保二期工程实施情况进行客观评估，为未来天保工程政策指定指明方向，并且对伊春当地职能机构日常运行有预警功能。

Study on the Performance Evaluation Index System of the Policy Implementation of the Phase Ⅱ Natural Forest Protection Project in Yichun

Abstract Taking Yichun City， the state-owned key forest area as the research object， the paper introduces the general situation of the humanities and natural environment of the research area， and the progress and achievements of the implementation of the phase Ⅱ Natural Forest Protection Project in the research area. Using expert consultation method and analytic hierarchy process， the evaluation system was divided into four levels： target level，criterion level，index level and sub-indicator level. The performance evaluation index system of policy implementation of the phase Ⅱ Natural Forest Protection Project in Yichun City was constructed from three aspects of ecological benefit， social benefit and economic benefit， including 1 first level index， 3 second level indexes， 10 third level indexes and 22 fourth level indexes. The weight factor of each index is calculated， in which the weight of ecological benefit B 1，social benefit B 2 and economic benefit B 3 reached 0.539 6， 0.163 4 and 0.297 0， respectively. The construction ideas and calculation methods of the index evaluation system can be better applied to the area， meet the needs of the evaluation of the implementation of the second phase of the Natural Forest Protection Project in the region. Finally，according to the established evaluation index system，it pointed out its practical significance： the evaluation index system can objectively evaluate the implementation of the second phase of the natural forest protection project in Yichun City， specify the direction for future natural forest protection project policies， and

has an early warning function for the daily operation of the local functional institutions.
