摘要随着创新在社会发展过程中所起到的作用越来越大，国家对创新创业的支持力度也越来越大。高职院校是重要的人才输出基地，如何通过创新创业教育的有效实施来提升学生的创新创业素质已经成为一个迫切需要解决的难题，也是高职院校转变传统就业模式，实现多元就业的重要目标。尤其是双高计划的推行，为高职院校在新形势下开展创新创业教育指明了方向，大大激发了高职院校的创新活力。本文主要立足于创新创业教育开展的实际意义，归纳高职院校中双高计划的推行，创新创业教育所提出的具体要求，分析当前教育中存在的问题，探究如何开展创新创业教育。

Thinking and Analysis of Innovation and Entrepreneurship Education in Higher Vocational Colleges under the Background of “Double High Plan”

AbstractWith the increasing role of innovation in the process of social development，the national support for innovation and entrepreneurship is also increasing. Higher vocational colleges are important talent export bases. How to improve students' innovation and entrepreneurship quality through the effective implementation of innovation and entrepreneurship education has become an urgent problem to be solved. It is also an important goal for higher vocational colleges to change the traditional employment mode and realize diversified employment. In particular，the implementation of the double high school plan points out the direction for higher vocational colleges to carry out innovation and entrepreneurship education under the new situation，and greatly stimulates the innovation vitality of higher vocational colleges. Based on the practical significance of innovation and entrepreneurship education，this paper summarizes the implementation of the double high plan in higher vocational colleges，the specific requirements of innovation and entrepreneurship education，analyzes the problems existing in current education，and explores how to carry out innovation and entrepreneurship education.

自国家大力实施创新驱动发展战略以来，我国每天新注册的企业多达万家，其中涌现出大量依托网络技术存在的创客，围绕网络基础衍生出很多新的产业形态。高职院校肩负着为社会经济发展培养高素质专业技能人才的特殊使命，是高等教育的重要补充部分，通过开展创业与创新教育，能够有效助推创新型国家建设。我国早在2019年1月提出的《国家職业教育改革实施方案》就已经明确提出了中国特色高水平高职院校与专业建设的“双高计划”。双高计划下，高职院校要想培养更高质量的人才，融入地方经济发展，更好地服务国家战略发展大局，就需要大力开展创新创业教育。……
