摘  要：高校是知识产生和传播的基地，是构筑国家、区域创新体系，增强科技创新能力的重要组成部分。为了更好地推动高校在区域创新中发挥自己的特点和作用，文章通过实证分析德国不同类型高校在文献发表、人员传播、衍生企业、项目合作这4种知识转移模式的贡献特点，旨在给国内不同层级高校在相关领域以启示，并给出相关单位应加强顶层设计、明确高校在区域创新中各自的地位和作用，构建不同评价体系、在区域创新中发挥高校自身特点，丰富高校参与区域创新的路径和手段等建议。

Regional Innovation Contribution of Different Types of German Universities and Its Enlightenment

Abstract：Colleges and universities are the bases for knowledge production and dissemination，they are important components for constructing national or regional innovation systems and enhancing scientific and technological innovation capabilities. In order to better promote universities to play their own characteristics and roles in regional innovation，this paper analyzes the contributions and characteristics of four types of knowledge transfer modes of different types of universities in Germany，such as thesis publication，personnel dissemination，spin-off companies，and project cooperation，and aims to give inspirations to domestic universities at different levels in the relevant fields and suggest relevant units to strengthen the top-level design， clarify the respective positions and roles of universities in regional innovation， build different evaluation systems， give full play to the characteristics of universities in regional innovation， and enrich the ways and means for universities to participate in regional innovation.

一、引言

高校是知识生产和传播的基地，其具有人才培养、科学研究和社会服务等多种科技创新功能，是区域科技创新的重要来源，在区域创新体系建设中有着重要的地位。[1]2010年7月，我国发布的《国家中长期教育改革和发展规划纲要（2010—2020年）》提出，要鼓励高校在区域创新中作出贡献。高校参与区域创新建设一直是高等教育研究的重点之一。

高校在区域创新中的作用主要是在高校与其他相关主体的互动过程中完成。从互动类型上看，主要以市场交易、产权协作、政府或企业项目以及高校科技园区为主要联系纽带。[2]在早期研究中，三螺旋理论、区域竞争力理论、非均衡增长理论等，以定性的方式讨论高校对于区域创新乃至由創新所带来的经济增长的贡献作用。……
