摘  要：自新冠肺炎疫情暴发以来，习近平总书记就疫情防控发表了一系列重要论述，这些论述对疫情防控整体部署意义重大。总书记关于疫情防控重要論述围绕“谁来领导抗疫”“为了谁抗疫、依靠谁抗疫”“如何抗疫”，提出疫情防控要坚持党的领导和以人民为中心，“要依法依规做好疫情防控”“有效开展联防联控国际合作，凝聚起战胜疫情的强大合力”，为我国持续做好疫情防控工作提供了基本遵循。

The Subject，Stance，and Means of COVID Prevention and Control： Implication of Xi Jinpings Major Expounding in COVID Prevention and Control

Abstract：Since the outbreak of COVID，Xi Jinping General Secretary of the CPC Central Committee has issued a series of important statements on the prevention and control of the epidemic，these statements are of great significance to the overall deployment of epidemic prevention and control. Xi Jinpings important exposition on epidemic prevention and control revolves around“who will lead the fight against the epidemic”“for whom to fight the epidemic，whom to rely on”，and“how to fight the epidemic”，it is necessary to do a good job in epidemic prevention and control in accordance with laws and regulations，“effectively carry out international cooperation in joint prevention and control”，and“gather a strong joint force to overcome the COVID”，which provides basic compliance for the continuous prevention and control of the COVID.

面对突如其来的新冠疫情，习近平总书记高度重视，亲自指挥、多次部署并发表了一系列有关疫情防控的重要论述，为疫情防控提供了源源不断的动力。习近平总书记关于疫情防控的重要论述系统地回答了“谁来领导抗疫”“为了谁抗疫、依靠谁抗疫”“如何抗疫”，强调疫情防控要坚持党的领导和以人民为中心，“要依法依规做好疫情防控”“有效开展联防联控国际合作，凝聚起战胜疫情的强大合力”，具有很强的思想性、指导性、针对性。深入阐释习近平总书记关于疫情防控重要论述的意涵，对统筹疫情防控工作具有重要的指导意义。

一、疫情防控要坚持党的领导

中国共产党领导中国人民走过了百年历程，党的领导是中国特色社会主义制度的最大优势。中国共产党的集中统一领导，是疫情防控最根本有力的保障。在新冠肺炎疫情防控的每一个重要阶段，习近平总书记始终高度重视党的领导在疫情防控中的重要作用，强调做好疫情防控工作必须坚持党的领导。……
