摘  要：一个地区经济的发展受政策、资金、技术和劳动者的素质等诸多因素的影響，其中人的要素在经济发展中起着决定性的作用，人才的培养会直接影响着区域经济的发展。山东省是全国最大的化工省份，东营市是全国地炼能力最大的地级市，化工人才的培养直接影响着东营区域化工行业的发展。文章以东营职业学院化工技术专业群建设为例，通过分析东营化工企业员工的结构，考察该校毕业生就业状况，进行实证分析，得出专业群毕业生的数量和质量均对区域内化工行业总产值影响显著，并总结出借助国家双高建设加强化工专业群建设的必要性。

Abstract： The economic development of a region is influenced by many factors such as policy， capital， technology and the quality of workers. The talented person factor plays a decisive role in economic development. The cultivation of talents will directly affect the development of regional economy. Shandong Province is the largest chemical industry province in the country and Dongying is the largest refining capacity for the prefecture-level. Chemical workers directly affect the development of the Dongying regional chemical industry. Taking the construction of the Chemical Technology Major Group of Dongying Vocational College as an example， this paper analyzes the structure of the employees of chemical enterprises in Dongying and investigates the Employment Situation of the graduates of Dongying Vocational College. Through an empirical analysis， it is concluded that the quantity and quality of graduates have a significant impact on the total output value of chemical industry in the region. It is necessary to strengthen the construction of chemical industry cluster with the aid of national double-high construction.
