摘 要：随着新基建正式写入2020年《政府工作报告》，建设充电桩，推广新能源汽车成为常州城市建设及行业布局热点。本文分析了常州当前新能源汽车充电桩建设背景及存在问题，并从区域布局、优惠政策、建桩比例等方面提出相应对策。

Research on the Construction and Optimization Path of Charging Piles for New Energy Vehicles in Changzhou

Abstract：With the official inclusion of new infrastructure in the 2020 "Government Work Report"， the construction of charging piles and the promotion of new energy vehicles have become a hot spot in Changzhou's urban construction and industry layout. This paper analyzes the background and existing problems of the current new energy vehicle charging pile construction in Changzhou， and proposes corresponding countermeasures from the areas of regional layout， preferential policies， and pile construction ratio.

国务院总理李克强代表国务院向十三届全国人大三次会议作2020年《政府工作报告》时表示，将加强新型基础设施建设，发展新一代信息网络，拓展5G应用，建设充电桩，推广新能源汽车，激发新消费需求、助力产业升级。而为了促进产业发展，国家能源局制定的《电动汽车充电基础设施建设规划》与《充电基础设施建设指导意见》草案中明确提出，到2020年国内充换电站数量将达到1.2万个，充电桩达到450万个。

1 常州新能源汽车充电桩建设背景

2014年1月，常州被国家纳入全国第二批新能源汽车推广应用城市范围。自此以来，常州市政府鼓励支持全市新能源汽车推广应用工作，新能源汽车保有量呈稳步上升趋势，截至2019年6月，常州市新能源汽车保有量已达20181辆。

新能源汽车保有量快速增长带来充电需求问题，常州市也开始全面开展充电设施建设工作。依据《常州市区充电设施布局规划（2015-2020）》，以及《常州市新能源汽车推广应用地方财政补贴实施细则》政策，到2020年市区力争建设充电桩2万多个，并设置10座公交专用充电站、13座社会公共充电站，形成以工作地、目的地、居住地为主体，以城市充电站为补充，方便快捷、高效智能的充电设施网络体系。……
