摘 要：在借鉴国内外已有研究成果的基础上，系统梳理和深入分析国内外科技创新平台的运行管理制度，从创新平台的定位特点与作用功能、管理体制、影响因素、运行模式等方面，构建了创新平台制度创新建设理论体系框架。基于安徽省科技创新平台运行管理制度现状，系统分析了安徽省现有实验室、技术创新中心的运行状况，剖析了存在的问题及原因，提出了促进科技创新平台管理制度创新的政策建议，以期为促进创新型省份和现代化五大发展美好安徽提供坚实的科技支撑。

Abstract： On the basis of the existing research results at home and abroad， the project systematically analyzed the operation and management system of the domestic and foreign science and technology innovation platform， and constructed the theoretical framework of the system innovation construction of the innovation platform from the aspects of the positioning characteristics and functions， operation mechanism， influencing factors and operation mode. Based on the status quo of the operation and management system of the scientific and technological innovation platform in Anhui Province， the operation status of the existing laboratories and technological innovation centers in Anhui Province are systematically analyzed， and the existing problems and reasons are analyzed. From a multi-dimensional perspective， it puts forward policy recommendations to promote the innovation of the management system of the scientific and technological innovation platform， with a view to providing solid scientific and technological support for the construction of innovative and modern Anhui province.

目前，我國的科技创新平台按其拥有权可分为三类：第一类隶属于大学或大学管理的实验室。第二类科学技术平台属于国家机构，有些甚至是国际机构;第三类直接属于工业企业部门;为工业技术的开发和研究服务[1]。“一室一中心”（安徽省实验室、安徽省技术创新中心）作为安徽省科技创新平台新建立的最高序列，是安徽省科学的摇篮、科研的基础和科技发展的源泉。在安徽省科学技术发展中起着至关重要的作用。现有关创新平台的研究，主要内容大致可分为以下几个方面：
