【摘要】 以“有机产品认证质量监管”的概念为出发点，从全局性考虑产品认证过程关键点的重要程度，以及质量监管对整个有机认证过程质量把控的影响，形成了质量监管的标准概要，基于这个基础提出了质量监管控制方案的方法。在实际的监管过程中，该方法为研究监管活动的质量把控对策支持系统奠定理论基础。

Key Points of Quality Supervision and Support for Organic Product Certification

Abstract： Based on the concept of "quality supervision of organic product certification"，the importance of key points in product certification process and the influence of quality supervision on the quality control of the whole organic certification process are considered in the whole process. The standard summary of quality supervision is formed. Based on this，the method of quality supervision and control scheme is proposed. In the actual supervision process，this method lays a theoretical foundation for the research on the quality control countermeasure support system of supervision activities.

近年来，随着社会各界对食品安全问题的持续关注及人民生活水平的日益提高，有机产品备受青睐。有机产品是指生产、加工、销售过程符合中国有机产品国家标准，获得有机产品认证证书，并加施中国有机产品认证标志的供人类消费、动物食用的产品。目前我国有机产品主要是包括粮食、蔬菜、水果、奶制品、畜禽产品、水产品、蜂产品等。面对众多的有机产品，认证质量监管的职责变得越来越重要。有机产品认证

是指认证机构依据有机产品认证管理办法的规定，按照有机产品认证实施规则，证明相关产品的生产、加工和销售过程符合中国有机产品国家标准而实施的合格评定活动。认证的作用是传递信任，服务发展。认证模式主要是：企业达标—机构认证—市场接受—政府监管。有机产品认证质量监管和扶持的要点研究主要有以下四个方面。

1 对有机认证质量的质疑

目前，很多消費者对有机产品还有很多质疑，主要表现在：空气污染了，哪有有机？什么都能作假，有机怎么是真的？……
