【摘  要】“互联网+政务服务”成为信息时代建设服务型政府的重要方式。论文以S市为例，分析了“互联网+政务服务”建设和运行中存在的问题，并从平台设计、人才培养、覆盖范围、引导方向等方面提出了解决对策，对其他行政区的云端政务建设具有一定的借鉴意义。

【Abstract】"Internet + government service" has become an important way to build a service-oriented government in the information age. Taking S City as an example， this paper analyzes the problems existing in the construction and operation of "internet + government service"， and puts forward countermeasures from aspects of platform design， personnel training， coverage and guidance direction， so as to provide some reference for other administrative regions in the construction of cloud administration.

1 引言

近年来，互联网信息技术高速发展，政府工作步入大数据时代。“互联网+”创新思维已逐渐运用到面向群众的政务服务当中，公民可以通过云端实现线上办理业务。由于国内“互联网+政务服务”起步较晚，我国在政务云平台建设中在平台设计、人才培养、覆盖范围、引导方向等方面仍存在一些问题。论文结合实践状况，寻找现行“互联网+政务服务”模式的优化路径。

2 “互联网+政务服务”内涵与实践意义

2.1 “互联网+政务服务”的内涵

“互联网+政务服务”是以便民惠民为主线、以信息化为抓手、以地区试点为中心，面对新时代挑战政府所提出的制度创新。2016年政府工作报告中首次提出“互联网+政务服务”，该导向性关键词自此进入公众视野，其主旨在于转变政务接待方式，促进政府实现部门间信息共享，提高办事效率，为人民群众提供更优质的服务，促进信息畅通与机会均等。
