【摘  要】财务共享服务中心是财务管理的创新，是一种新兴的财务管理模式。行政事业单位财务服务共享中心在互联网、大数据时代是大势所趋。论文在研究建设财务共享服务中心的必要性基础上，分析财务共享中心建设的4个难点，有针对性地提出打破部门边界、降低推行阻力、促进系统架构优化升级、积极提升技术标准、丰富财务人员信息化知识、加强财务信息网络安全管理等思路与举措。

【Abstract】Financial shared service center is an innovation of financial management and a new financial management mode. Financial service sharing center of administrative institutions is an inevitable trend in the era of internet and big data. On the basis of studying the necessity of constructing the financial shared service center， the paper analyzes four difficulties in constructing the financial shared service center， and puts forward some ideas and measures， such as breaking the boundary of departments， reducing the resistance of implementation， promoting the optimization and upgrading of system architecture， actively promoting the technical standards， enriching the informatization knowledge of financial personnel， and strengthening the security management of financial information network.

1 引言

财务服务共享是一种将分散于各部门、重复性高、易于标准化的财务业务进行流程再造与标准化，并集中到财务共享服务中心统一进行业务处理，达到提升业务处理效率、降低成本、改善服务质量、提升会计信息使用者满意度目的的财务管理模式。通过财务服务共享可以有效达到“业务流程化、流程标准化、标准信息化”的效果，财务服务共享模式业务处理流程如图1所示。

作为大型跨国公司的福特公司在20世纪80年代就已经开始探索并建立财务共享服务中心，随后世界大型公司纷纷开始借鉴福特公司的先进经验，成本企业财务共享服务中心。国内的中兴公司于2005年开始建立了财务共享服务中心。近几年在大数据背景下，信息技术在很多大型集团企业已得到有效运用，尤其项目比较分散的大型建设单位，财务共享服务中心的探究、运用已经日渐完善。……
