【摘  要】近年来，国家加大了培育“专精特新”企业的力度，南京自2018年连续四年出台“一号文”扶持“专精特新”企业成长。本研究以南京15家入选国家级“专精特新”小巨人企业为例，匹配了南京90家同等规模科技型企业，综合运用文献研究、统计分析和层次分析方法，总结了“专精特新”小巨人企业在成长能力、研发创新、科技人才、成果转化、政策支持等方面的发展特征和优势，为更多的科技型企业坚持“专精特新”发展提供参考借鉴。

【Abstract】In recent years， the state has intensified efforts to cultivate "professionalization， refinement， specialization and innovation" enterprises ，Nanjing has released four "No. 1" polices and measures to support"professionalization， refinement， specialization and innovation" enterprises since 2018. Taking 15 small giant enterprises selected as national "professionalization， refinement， specialization and innovationn" enterprises in Nanjing as an example， the study matches them with 90 science and technology enterprises of the same scale in Nanjing. By the methods of literature research， statistical analysis and analytic hierarchy process， this study summarizes the development characteristics and advantages of "professionalization， refinement， specialization and innovation" small giant enterprises in terms of growth ability， R & D innovation， scientific and technological talents， achievement transformation， policy support， so as to provide reference for more sci-tech enterprises to adhere to the "professionalization， refinement， specialization and innovation" development.

1 引言

近年来，国家越来越关注中小企业的发展，各部委出台相关政策扶持有前景的中小企业，加大了培育“专精特新”企业的力度。工信部认定“专精特新”小巨人的政策主要从经济效益、专业化程度、创新能力、经营管理4个方面作为考核指标，每个指标均有若干具体条件。其中，在经济效益上有明确的营业收入的要求，即上年度营业收入在1亿元至4亿元，很多南京企业符合申报的基本要求，但从国家、省、市三级最终认定的名单来看，入选国家级“专精特新”小巨人企业比率较低。针对中小企业创新动能不足的困境，南京自2018年连续四年出台“一号文”持续加大对企业创新的扶持力度，对独角兽、瞪羚企业和国家级“单项冠军”、省级以上“专精特新”企业、研发类功能型总部企业等，连续三年按其当年新增地方经济贡献超过全市平均增幅部分给予相应奖励，充分体现了南京鼓励科技型企业坚持走“专精特新”高质量发展的道路。……
