【摘  要】2019年来，以文化消费和旅游休闲为主要内容的夜间经济进入国民经济和社会发展的战略体系，各地区对新形势下夜间经济的发展进行了重点部署。唐山市夜间经济发展基础较好，但在融入城市文化内涵、培育消费理念、开发特色夜游项目等方面尚有不足。在现有基础上提质增效是唐山夜间经济高质量发展的关键，这不仅要强化政府的规划和管理，还要营造多元化、多业态的夜间文化消费场景，更要进行兼顾流量、内涵、效益的市场化文化内涵开发。

【Abstract】Since 2019， the night-time economy， with cultural consumption and tourism leisure as its main content， has entered the strategic system of national economic and social development， and all regions have made key arrangements for the development of night-time economy under the new situation. The night-time economy of Tangshan has a good development foundation， but there are still some shortcomings in integrating urban culture connotation， cultivating consumption concept and developing characteristic night-time tour projects. Improving the quality and efficiency on the existing basis is the key to the high quality development of Tangshan night-time economy. It not only needs to strengthen the planning and management of the government， but also needs to create a diversified and multi-business night-time cultural consumption scene， and more importantly， it needs to develop the market-oriented cultural connotation with consideration of flow， connotation and benefit.

1 研究背景

2010年，唐山市出台《关于发展夜经济繁荣夜生活的安排意见》，指出了发展夜经济、繁荣夜生活的重要意义，明确了指导思想和工作目标，提出了扩大商贸流通、延长营业时间、提升夜间照明、提供综合保障等卓有成效的发展意见。在这样的指导意见下，唐山的夜间经济逐步繁荣起来。

传统公园的扩建和改建为人们夜晚提供了纳凉、运动、健身的好去处;商业综合体的引入和升级延长了购物时间，增添了服务内容，提升了服务档次，使得餐饮、购物、娱乐等各类服务业蓬勃发展;博物馆、图书馆、文化体育中心相继建成，周边场地成为市民夜间活动、体育健身的场所。不仅满足了市民夜间消费需求、拉动了经济增长，同时创造了丰富的就业机会，推动了城市夜間设施的建设，更重要的是丰富了夜间生活，提高了市民的幸福指数。……
