【摘  要】随着我国经济持续快速发展，人们的生活质量不断提升，对电力能源的需求量愈发增多，这推动了配网工程的发展，并对配网工程的管理工作提出较高的要求。然而电力配网主要职责是承担电力能源的运输工作，也是电力系统重要组成部分之一。在配网工程建设期间，为避免配网在建设时出现一些技术问题，应当科学合理制定健全的管理措施，并加以严格落实，这样才能更好地保证配网工程建设的质量及安全。

【Abstract】With the continuous and rapid development of China's economy， people's life quality has been continuously improved， and the demand for power energy has also been promoted， all of these have promoted the development of distribution network engineering， and put forward higher requirements for the management of distribution network engineering. However， the main responsibility of the power distribution network is to undertake the transportation of electric energy， and it is also an important part of the power system. During the construction of the distribution network engineering， in order to avoid some technical problems in the construction of the distribution network， scientific and reasonable management measures should be developed and implemented strictly， so as to better ensure the quality and safety of the construction of the distribution network engineering.

1 引言

配网工程建设具有流程多，工期长且紧张，施工质量及安全要求高等施工特征，其中任何一个施工环节或者任何一个施工设备等要素不符合质量要求，就非常容易造成施工质量与安全问题。通过在施工中贯彻全过程质量管控理念，可以实现全面监督及控制配网工程建设过程，从而可以及时发现及解决配网工程建设中存在的质量问题或安全隐患，全面确保配网工程施工质量。

2 配网工程建设全过程管理的作用

对配网工程项目建设而言，其本身的单项工程虽然没有主网项目一样涉及庞大的建设资金以及严谨的施工工艺，但是其中任何一个建设环节都是不可或缺且至关重要的。从配网工程项目立项开始，工程建设需要经历前期电网规划、可行性论证、批复综合计划、项目招投标、物资申报及采购、现场施工组织以及竣工的质检、验收及审计等，整个配网工程建设涉及众多的过程及内容，其中任何一个方面在作业中出现异常情况都可能会给最终的配网工程建设质量带来不利影响。……
