摘要 脱贫攻坚和乡村振兴的有机衔接和协同驱动有利于巩固脱贫攻坚成果，培育长效脱贫机制，有利于促进农业农村优先发展，推动乡村全面振兴，意义重大。在此基础上，研判了脱贫攻坚和乡村振兴的实践基础和成效，厘清了脱贫攻坚和乡村振兴战略的内在逻辑关系，指出了现阶段脱贫攻坚和乡村振兴衔接与协同存在的问题，并对应探讨了脱贫攻坚和乡村振兴协同驱动的产业衔接路径、人才融合支撑路径、内生动力培植路径、生态持续路径和组织引领路径。

The Logical Relationship between Poverty Alleviation and Rural Revitalization and the Exploration of the Path of Collaborative Drive

Abstract The organic convergence and coordinated drive of poverty alleviation and rural revitalization is beneficial to consolidate the achievements of poverty alleviation， cultivate a long term anti poverty mechanism， and promote the priority development of agriculture and rural areas， and promote the overall revitalization of rural areas. On this basis， the practical basis and effectiveness of poverty alleviation and rural revitalization are studied， the internal logical relationship between poverty eradication and rural revitalization strategy is clarified， the problems of convergence and synergy between poverty eradication and rural revitalization at this stage are pointed out， and the industrial convergence path， talent fusion support path， endo dynamic cultivation path， ecological sustained path and organizational lead path are discussed.

脱贫攻坚和乡村振兴是党中央为解决农村贫困问题和实现“两个一百年”奋斗目标做出的两大战略部署，是决胜全面建成小康社会、全面建设社会主义现代化国家的国家战略安排[1]。2020年是决胜脱贫攻坚收官之年，也是乡村振兴取得重要进展之年，是脱贫攻坚和乡村振兴的交汇期的关键节点，国家从顶层设计的高度提出要做好脱贫攻坚和乡村振兴工作的衔接和统筹，探究两者的有机衔接具有重大意义。脱贫攻坚自提出以来成效显著，但也暴露出剩余贫困群体脱贫难度大、脱贫质量差、脱贫不稳定、返贫问题严重和因疫返贫等情况，加之缺乏有效的产业支撑、动态长效监测机制不健全、政府官员形式主义作风、内生动力不足等因素返贫风险依然存在。……
