摘要 为论证丹江口市发展雪茄烟叶产业的可行性，对丹江口市雪茄烟叶产区基本情况进行了系统分析。结果表明，丹江口市发展雪茄烟叶具有良好的自然生态条件、充足的宜烟耕地面积、较为完善的基础设施、丰富的劳动力资源、完善的技术储备和工商合作协同发展等有利条件和优势，具有较大的发展潜力和广阔前景。

Feasibility Analysis of Developing Cigar Tobacco Industry in Danjiangkou City， Hubei Province

Abstract To demonstrate the feasibility of developing the cigar tobacco industry in Danjiangkou City， the basic situation of Danjiangkou tobacco producing area was systematically analyzed. The results show that， Danjiangkou City has good natural ecological conditions for developing cigar tobacco leaves， adequate area of suitable tobacco cultivated land， relatively complete infrastructure， abundant labor resources， sound technology reserve and coordinated development of industrial and commercial cooperation， it has great development potential and broad prospect.

雪茄烟是中国烟草核心竞争力的重要组成部分，是卷烟消费的有益补充。国家烟草专卖局高度重视雪茄烟的发展，在《中共国家烟草专卖局党组关于建设现代化烟草经济体系 推动烟草行业高质量发展的实施意见》中明确提出要坚持中式雪茄的发展方向，以传统雪茄、中高端雪茄为发展重心，补齐原料与技术短板，加强原料保障体系建设，推动中式雪茄品牌发展壮大。2019年以来，十堰市烟草专卖局（公司）抢抓雪茄烟发展重大机遇，以中式雪茄原料需求为导向，充分利用丹江口市的区域优势、生态优势、体系优势及人才优势，集中力量开展试验示范，提升中式雪茄烟原料质量水平及生產能力，助推中式雪茄烟高质量发展。同时，在发展中也遇到一些困惑，如丹江口市是不是雪茄烟叶生产适宜区，发展潜力和优势有哪些，丹江口市的气候条件、土壤条件、社会条件、基础设施条件能否满足生产需要，生产出来的雪茄烟叶销路如何，等。……
