【摘  要】安全是民航永恒不变的话题，民航安全文化则是民航安全的重要基础。我国一直都在致力于民航飞机的研究，从最开始的航空领域被垄断到C919的独立研发，我国的民航有了革命性的进展。民航研发最首先要考虑的并不是速度，而是安全，签派是保障航空器飞行和运行管理的决定性工作，每一个航空公司都应该认真分析现阶段中国民航签派存在的问题，积极吸取发达国家的科技成果和经验，完善相应的制度，推动我国民航的发展，让人们了解到签派的重要性。

【Abstract】Safety is the eternal topic of civil aviation， and civil aviation safety culture is an important foundation of civil aviation safety. China has always been committed to the research of civil aviation aircraft. From the monopoly in the aviation field at the very beginning to the independent research and development of C919， China's civil aviation has made revolutionary progress. The most important consideration in the development of civil aviation is not speed， but safety. Sign-off is the decisive work to ensure aircraft flight and operation management. Every airline company should carefully analyze the problems existing in China's civil aviation sign-off at the present stage， actively absorb the scientific and technological achievements and experience of developed countries， improve the corresponding system， promote the development of China's civil aviation， and let people know the importance of sign-off.

1 引言

民航是我国近年来一直投入研发的高科技、高技术、高信息化的行业，是我国综合国力和科技水平的集中体现，它具有技术装备程度高、资金密集程度高、运营风险大等特点。中国民航行业在几年前一直都是我国的短板，因为大部分的技术和科技被西方发达国家垄断，我国处于十分被动的地位，但是随着近年来我国经济科技的快速发展，我国在民航行业取得了巨大的进步，我国一方面吸取之前失败的经验，一方面分析发达国家民航客机的形态、材料、芯片等，最终探索出了一条独属于我国的民航运行和管理规律，民航作为民用航空首先要保证的就是安全性，其次要遵守效益、服务、改革等行业基本特性。通过我国航空公司以及国家的重视和管理，民航逐渐形成了独特的行业发展轨迹和企业经营的经验、特色、精神等，在不断完善民航公司的管理和运营的过程中，签派工作的重要性逐渐显露了出来。……
