面向用户的开放政府数据采纳模型研究

摘 要：[目的/意义]在技术采纳与应用整合理论（UTAUT）的基础上，结合开放政府数据的特点，提出了开放政府数据的用户采纳模型。[方法/过程]指出了感知风险、绩效期望、努力期望、社会影响等因素对用户采纳意愿的影响以及便利条件和采纳意愿对采纳行为的影响。通过PLS-SEM（偏最小二乘法—结构方程模型）的方法，对收集的问卷进行分析。[结果/结论]绩效期望、努力期望、社会影响对开放政府数据的采纳意愿的影响作用顯著，采纳意愿对采纳行为的影响作用显著。然而，感知风险对开放政府数据的采纳意愿的影响作用不显著，便利条件对开放政府数据的采纳行为的影响作用不显著。

Abstract：[Purpose/Significance]Based on the technology adoption and application integration theory（UTAUT）and combining with the characteristics of open government data，a user adoption model for open government data is proposed.[Method/Process]This paper pointed out the influence of perceived risk，performance expectation，effort expectation，social influence and other factors on users adoption intention，as well as the influence of convenience and adoption intention on adoption behavior.The collected questionnaires were analyzed by PLS-SEM（Partial Least Squares-Structural Equation Model）.[Results/Conclusion]Performance expectation，effort expectation and social influence had significant effects on adoption intention of open government data，and adoption intention had significant effects on adoption behavior.However，perceived risk had no significant effect on the willingness to adopt open government data，and convenience had no significant effect on the adoption behavior of open government data.

开放政府数据是指，政府通过加大对未开放的政府数据进行初始发布，或致力于使这类数据得到发布，促使政府自身或外部能较为便利地获取和再利用这些数据，从而实现负有透明度、參与性、协作的开放型政府[1]。作为新的“钻石矿”，大数据的意义不在于本身庞大的数据资源，而在于对这些数据进行开放利用;开放数据不是政府对拥有的数据进行利用，而是政府开放数据，社会公众、企业、社会组织和政府机构来对数据进行开发利用[2]。换言之，开放政府数据服务的关键是，如何将数据与用户需求相匹配，从而将政府数据的供给侧与数据开放的利用端连接起来[3]。开放政府数据是一个实践超前于理论的领域，而关于开放政府数据采纳的研究相对较少，且存在以下不足之处。……
