【摘  要】由于贵州地处云贵高原交通不便，贵州的经济水平始终在全国处于最低层。从西部大开发以来，贵州的基础设施、交通条件得到了极大的改善，经济不断增长，国家也越来越重视贵州的战略发展。贵阳素有“林城”之称，是中国重要的生态休闲度假旅游城市，且贵安新区地处贵阳市与安顺市结合部，不但生态环境优美、交通便利，还是中国第八个国家级新区，具有重要的战略发展意义。

【Abstract】Because Guizhou is located in the Yunnan-Guizhou Plateau， the traffic is inconvenient， the economic level of Guizhou has always been at the lowest level in the country. Since the Great Western Development， Guizhou's infrastructure and traffic conditions have been greatly improved， and its economy continues to grow. The state is also paying more and more attention to Guizhou's strategic development. Guiyang， known as the "Forest City"， is an important ecological leisure and tourism city in China. Gui'an New Area is located at the junction of Guiyang City and Anshun City. It not only has a beautiful ecological environment and convenient transportation， but also is the eighth state-level new area in China， which has important strategic significance for development.

1 贵安新区区位概况及发展历程

1.1 新区的生态环境

1.1.1 植被覆盖率

贵阳位于贵州中部，是西南地区的重要中心城市。改革开放以来，贵阳以生态优势，不断地释放绿色红利，撸起袖子加油干，奋发赶超，走出一条生态环境改善与经济发展的绿色道路。贵阳的植被覆盖率已经达到了50%以上。在21世纪的今天，发展不再是以追求经济为主而是绿色发展，要秉承着“绿水青山就是金山银山”的发展理念，不断推进退耕还林、植树造林。在国家的战略要求下，贵安新区植被覆盖率上升了10.3%，全区的综合森林覆盖率达到了33.09%。

1.1.2 水文条件

贵安新区位于长江水系及珠江水系的分水岭地带，水资源十分丰富，雨季通常为每年的5～9月份，地下水埋深均在0～50m。适合人工机井开采。贵安新区饮水供应地——松柏山水库水质的达标率为100%。构建“两湖一河”水生态、水安全、水环境的一体化生命共同体。……
