【摘  要】随着社会经济的高速运转，经济增长与环境保护之间的矛盾逐渐加深。全球变暖、雾霾加剧、水资源匮乏等现象使我们在重视经济的同时也意识到生态环境的重要性。复杂多变的市场环境中，钢铁企业的内外部环境也发生了剧烈变化。在企业可持续发展的过程中，钢材成本不仅要考虑构成产品本身的原材料、人工等费用，还要考虑是否清洁节约生产，所以“绿色”也成为企业成本控制中的一项重要内容。

【Abstract】With the high-speed operation of social economy， the contradiction between economic growth and environmental protection deepens gradually. Global warming， worsening smog， water scarcity and other phenomena make us realize the importance of the ecological environment while paying attention to the economy. In the complex and changeable market environment， the internal and external environment of iron and steel enterprises has also undergone drastic changes. In the process of sustainable development of enterprises， the cost of steel products should not only consider the cost of raw materials and labor that make up the products themselves， but also consider whether the production is clean and economical， so "green" has also become an important part of enterprise cost control.

1 引言

近年来，高速发展的社会经济对我国的社会环境产生了重大影响。随着生态环境的改变，人们的环保意识也在不断增强，“绿色”逐渐进入人们的视线，消费者也开始更倾向于绿色产品。钢铁行业作为我国工业第一大产业，具有投入高、消耗高、污染重等特点，这使得钢铁企业不得不关注绿色制造流程。绿色化转型推动企业不断研究和开发绿色产品，进行产品流程环保化，会增加产品绿色成本。随着我国法律法规的不断完善，环保法的立法也逐渐从严化，钢铁企业在进行产品生产的同时，还要承担环保税、污染治理费等，这不仅影响钢铁企业的成本控制，还给企业带来了极大的资金压力。基于此，如何在绿色价值链视角下对产品成本进行控制成为企业重点关注的问题。钢铁企业要想在环境规制政策中取胜，必须要对现有的成本控制体系进行改进。……
