摘要 基于安徽省池州市东至县、石台县、青阳县的调查数据，分析了农户林下经济经营意愿较低的原因，并采用Logit模型分析了农户林下经济经营意愿的影响因素。实地调查结果表明，安徽省池州市农户林下经济经营意愿较低的主要原因是劳动力缺乏、资源优势缺乏、资金缺乏、交通不便、从事其他工作的收入更高等;回归分析结果表明，影响农户开展林下经济经营意愿的重要因素有户主特征、资源禀赋以及家庭特征中的老年劳动力在家庭中所占比重和林業收入占家庭总收入比重。最后，根据影响因素提出了针对性对策。

Factors Affecting the Willingness of Farmers to Operate Economically under the Forest and Development Countermeasures—Based on Survey Data from 3 Counties in Chizhou City， Anhui Province

Abstract Based on the survey data of farmers from Dongzhi County， Shitai County and Qingyang County in Chizhou City， Anhui Province， this paper analyzed the reasons for the low willingness of farmers to operate economically under the forest，and the Logit model was used to analyze the factors that affect farmers willingness to operate economically under the forest. The results showed that the main reasons for the low willingness of farmers to operate under the forest in Chizhou City， Anhui Province were the lack of labor force， lack of resource advantage， lack of funds， inconvenience of transportation， higher income from other work. The results of regression analysis showed that the important factors affecting farmers willingness to carry out economic management under forest were the characteristics of the head of household， the resource endowment and the proportion of the elderly labor force in the family and the proportion of forestry income to the total income of the family. Finally， according to the factors of influence， the targeted countermeasures were put forward.

随着我国集体林权制度改革的推进，林木采伐被限制，大力发展林下经济可以在不采伐树木的基础上达到致富的目的，既实现了保护生态，又帮助农民增收，为提高林农收入开辟了新的思路[1-3]。国务院在2012年发布了《关于加快林下经济发展的意见》，随后各地也出台了一系列促进林下经济发展的指导方略[4]，这也为发展林下经济带来了新的机遇。发展林下经济已逐渐成为提高林地产出[5]、吸纳农户就业[6]、提高农户收入的有效途径[7]。

安徽省是我国南方重要的集体林区之一，发展林下经济的资源基础丰富、气候条件优越、生态环境良好、区位和市场优势明显，开展林下经济的条件优越。自2013年9月《安徽省林下经济发展规划》印发以来，安徽省全面实施林下经济发展“5211工程”，截至2018年，全省林下经济发展面积已超过89万hm2，林下经济产值已超过300亿元[8]。……
