“融入国际经济”战略：越南经济发展的回顾、现状与前景

摘要：20世纪90年代中后期，越南提出“融入国际经济”战略。在此之前，越南国际经贸交往以社会主义国家为主，对外贸易结构单一，长期处于贸易逆差，并大量接受社会主义国家的援助。实行“融入国际经济”战略以来，越南大力吸引外资，不断加入各类区域贸易协定，对外经贸获得巨大发展，已摘掉了“贸易逆差国”“资源型产品出口国”的帽子，正在努力推进产业转型升级。在逆全球化和贸易保护主义抬头的背景下，越南对外经贸逆势增长，表现出较强的经济韧性。COVID-19疫情和国际安全局势动荡对全球经济造成巨大冲击，对外贸易依存度高达200%的越南仍将面临新的挑战。

The Strategy of Integration into International Economy： Past， Current Status， and Prospect of
Vietnam's Economic Development

Abstract： During the mid-to-late 1990s， Vietnam proposed the Strategy of Integration into International Economy. Prior to this， Vietnam， with its monotonous foreign trade structure and long-term trade deficit， primarily exchanged with other socialist countries in international economy and trade， and received much assistance from those countries. Since the implementation of the Strategy， Vietnam has made considerable progress in foreign trade， shaken off the label of "trade deficit nation" and "resource-based product exporter"， and striven to promote industrial transformation and upgrading by attracting immense foreign investment， joining in different regional trade agreements. In spite of deglobalization and rising trade protectionism， Vietnam achieves a great increase in foreign trade and shows strong economic resilience. As the Covid-19 and turbulent international security environment have inflicted a great impact on the global economy， Vietnam， which has 200% reliance on foreign trade， will still face new challenges.

20世紀末以来，越南参与的多个重要区域贸易协定陆续生效或即将生效，其中包括《全面与进步跨太平洋伙伴关系协定》（CPTPP）、《越南社会主义共和国与欧盟的自由贸易协定》（EVFTA）、《区域全面经济伙伴关系协定》（RCEP）等，增加了其吸引外资的筹码。近年来，外资向越南转移引起国际社会的普遍关注，国际市场上“越南制造”的产品也越来越多。
一、越南“融入国际经济”战略的提出和发展
越南语中“融入国际经济（ ）”
来源于英语“international integation”，在该词被正式写入越南共产党文件广泛使用前，曾出现“连接国际经济（ ）”和“国际经济一体化（ ）”这两种用法，以上3个越南语词组指的是同一种概念①。“融入国际经济”概念在20世纪90年代中期越南加入东盟及东盟自由贸易区（AFTA）的过程中提出，1996年正式出现在越南共产党第八次全国代表大会文件中，是革新开放后越南为积极主动融入地区和国际经济分工而提出的经济发展战略。……
