摘 要 学科建设规划作为高校整体发展规划的核心构成，是高校学科建设的蓝图和依据，通常涵盖学科发展的环境、目标、思路、举措、组织保障等多项内容。本文在高校“十四五”学科建设规划编制的契机下，结合实际工作体会从“十四五”时期学科发展的环境与理念两个方面开展论述，以服务于高校学科规划和学科建设。

Abstract As the core component of the overall development plan of colleges and universities， discipline construction planning is the blueprint and basis of discipline construction in colleges and universities. It usually covers the environment， objectives， ideas， measures， organizational guarantee and other contents of discipline development. This paper discusses the environment and concept of discipline development in the fourteenth Five Year Plan period in order to serve the discipline planning and construction in colleges and universities.

学科建设是大学建设的基础，科学编制好学科建设规划，有助于高校明晰学术发展的方向、形成学科发展的合力，从而增强学科建设的针对性和有效性，对高校以学科为基础提升整体办学水平和核心竞争力具有重要意义。当前各高校“十四五”规划编制已进入收尾阶段，本文结合学科建设规划实际编制工作中的思考，浅析“十四五”期间高校学科发展的环境与理念，以服务于高校“十四五”时期的学科规划和学科建设。

1“十四五”时期学科发展的环境

“十四五”时期是我国全面开启社会主义现代化建设新征程的第一个五年，高校作为科技第一生产力和人才第一资源的重要结合点，承载着重大历史使命，学科发展迎来了良好机遇，也面临更多挑战和考验。

一是科技革命和产业变革方兴未艾。以新一代信息技术为代表的新一轮科技革命和产业变革加速演进，持续带来传统知识体系的系统创新和研究范式的深刻变革，相关领域成为高校必争之高地，以人工智能为例，根据教育部公布的普通高等学校本科专业备案和审批结果，[1]仅2019年度就有180所高校获批新增了人工智能本科专业。……
