摘  要： 提升医药院校的知识产权保护能力需要先识别医药院校知识产权保护措施。运用基于DSmT信息融合规则改进的DEMATEL方法，在通过文献分析知识产权保护措施的基础上，识别其中医药院校知识产权的保护措施。研究表明，对医药院校知识产权保护的措施主要包括管理、技术和法律等方面的措施。

Abstract： To improve the IPR （intellectual property protection） ability of medical colleges and universities， it is necessary to identify the IPR measures of medical colleges first. Using the DEMATEL method improved with DSmT information fusion rule， on the basis of analyzing IPR measures in literatures， the IPR measures of medical colleges and universities are identified. The research shows that the IPR measures of medical colleges and universities mainly include the measures on management， technical and law.

0 引言

医药院校是医药知识产权创造和运用的重要阵地。如今，专利权人维权意识的提升，专利侵权利益损失受到关注，对知识产权保护满意程度的要求逐步提高。由于群体侵权、重复侵权、电子商务领域侵权问题严重，使得知识产权保护的需求十分迫切。医药院校的海外专利布局和运用能力较弱，专利运用能力不足，实施转化面临困难，阻碍了医药院校专利价值的实现，需要提升医药院校的知识产权保护能力，加强对创新成果的保护，促进创新发展和产业升级。研究医药院校知识产权保护措施有利于提升医药院校的知识产权保护能力。本文分析知识产权保护措施，运用基于DSmT组合规则改进的DEMATEL方法，从知识产权保护措施中识别医药院校知识产权保护措施。
