摘   要：文章提出了“在提高社会文明程度中推动公共图书馆的高质量发展”的命题，并从七个方面进行了具体阐述：一是深化文明创建;二是加强社会教育;三是弘扬志愿精神;四是注重信息文明;五是推广生态文明;六是提升厕所水平;七是强化律己意识。如何将公共图书馆的发展纳入社会文明的考量之中，并积极发挥公共图书馆在社会教育中的作用，是文章探析的主要问题。

Promoting the High Quality Development of Public Libraries in Improving the Level of Social Civilization

Abstract This paper puts forward the proposition of "promoting the high-quality development of public libraries in improving the level of social civilization"， and expounds it from seven aspects： first， deepening the construction of civilization; second， strengthening social education; third， carrying forward volunteer spirit; fourth， paying attention to information civilization; fifth， promoting ecological civilization; sixth， improving the level of toilet; seventh， strengthening self-discipline consciousness. From the perspective of problem awareness and goal orientation， this paper puts forward specific paths and measures to deepen the construction of civilization in seven aspects.

1   問题的提出

公共图书馆在“十四五”时期如何实现创新和高质量发展？在提高社会文明程度中发挥公共图书馆的引导与推动作用无疑是十分重要的内容。党的十九届五中全会通过的《中共中央关于制定国民经济和社会发展第十四个五年规划和二〇三五年远景目标的建议》（以下简称《建议》）将“社会文明程度得到新提高”作为“十四五”时期经济社会发展的主要目标之一，在第九部分对文化建设部署中提出了三个方面的重点任务，放在首位的就是“提高社会文明程度”[1]。公共图书馆是体现社会文明程度的重要文化空间。它在提高社会文明程度的重点任务中，可为之处甚多，内容极为丰富。从公共图书馆高质量发展的问题导向和发展导向出发，结合公共图书馆的实际，聚焦弱项，克服短板，更新环境，营造氛围，增强功能，促进社会的全面进步和人的全面发展，公共图书馆在提高社会文明程度的过程中，可以在现存问题和引领未来发展中多点发力。……
