Research on the Rural Tourism Construction Based on the Perspective of Public Administration

【摘  要】乡村旅游项目开发不仅是我国乡村地区经济转型的重要路径，更是构建新型城乡二元经济发展结构、促进社会主义市场经济运行体系不断完善的重要途径。在乡村旅游深入发展的过程中，必须强化公共管理作用的发挥，有效提升行业整体发展水平。论文在明确构建乡村旅游公共管理机制必要性的基础上，分析乡村旅游建设中公共管理方面存在的问题，结合实际提出对应的提升路径，以期为乡村旅游健康发展提供参考，为公共管理完善和发展奠定理论基础。

【Abstract】The development of rural tourism project is not only an important path of economic transformation in rural areas， but also an important way to construct a new urban-rural dual economic development structure and promote the continuous improvement of the socialist market economy operation system. In the process of in-depth development of rural tourism， we must strengthen the play of the role of public administration and effectively improve the overall development level of the industry. On the basis of clarifying the necessity of constructing the public administration mechanism of rural tourism， this paper analyzes the problems existing in the public administration in rural tourism construction， and puts forward the corresponding improvement paths combined with the actual situation， so as to provide a reference for the healthy development of rural tourism and lay a theoretical foundation for the improvement and development of public administration.

1 引言

公共管理作为政府运行的新型模式，在我国政治体制改革和职能体系完善等方面起到极其重要的促进作用，为社会主义建设起到了极其重要的促进作用。但是由于公共管理理念推行时限较短，基层政府在这方面的认识和构建水平还比较低，使得其作用还没有能够充分发挥出来。本文以乡村旅游建设为例，对公共管理实施的意义和路径深入探析，以期为相关方面工作改善提供参考。

2 构建乡村旅游公共管理机制的必要性

经济活动开展本身是以市场配置为基础的，但是完全意义上的市场机制不仅无法实现，更会在实际运行中存在社会资源配置效率低下和严重的浪费情形，使得整体运转失灵。只有通过政府层面依托公共管理活动进行管理和矫正，才能够有效弥补市场配置存在的不足。……
