How to Give Full Play to the Fortresses Role of the Grassroots Party Organization

【摘  要】基层党组织作为我们党位于奋斗最前沿的战斗堡垒，在重大任务面前起到非常关键的作用。在抢险救灾、疫情防控、脱贫攻坚等各种各样的重大事件面前，基层党组织都充分秉承了应对有序、敢打敢拼、无私奉献的优良传统，为人民群众的生命财产、国家的长治久安冲锋在前、享受在后，树立起了一批批标杆模范。但是一些基层党组织还是存在一定的问题，制约了基层党组织战斗堡垒的作用发挥。论文就如何充分发挥基层党组织战斗堡垒作用进行了探讨。

【Abstract】Grassroots Party organizations are the fortresses at the forefront of our Party's struggle and play a key role in the face of major tasks. In the face of disaster relief， epidemic prevention and control， poverty alleviation and other major events， grassroots Party organizations have fully adhered to the fine tradition of orderly response， daring to fight， and selfless dedication， and have set up batch after batch of role models for the lives and property of the people and for the long-term peace and stability of the country. However， some grassroots Party organizations still have certain problems， restricting the role of grassroots Party organizations in the battle fort. This paper discusses how to give full play to the fortresses role of the grassroots Party organization.

1 引言

习近平总书记指出，推进全面从严治党的最佳选择就是抓好基层、打好基础，将每个基层党组织打造成为坚不可摧的战斗堡垒。习近平总书记的指示为基层党建工作定好调、把好向，在新时期，很有必要将基层党建工作抓紧、抓实、抓牢，切实提升基层党组织战斗力、组织力和协调力，在落实重大任务、引领基层治理等工作中发挥好战斗堡垒作用。

2 基层党组织工作开展存在的问题

2.1 逐级负责制推进不力

一些公司党委为提升自身排名，在检查基层党支部存在的问题时漠视问题，甚至帮助党支部掩盖，使得基层党支部产生凡事有公司党委支撑的错误意识，“三会一课”基础工作开展不力，党员教育流于形式。集团党委对于基层党组织建设触角延伸不够，往往只到公司党委一级就停止向前，重心沉不下，在检查时只是以听汇报、看台账为主，对于基层党组织存在的问题没有深入分析原因。……
