【摘  要】对于施工企业来说，要想获得持续健康的发展，就需要重视党建工作。当前，施工企业在基层项目党建中还有许多需要解决的问题。论文对相应的问题进行了分析，并且根据问题提出了对应的解决办法，希望能够为施工企业加强基层项目党建工作提供借鉴。施工企业需要对党建工作的重要性有清醒而深刻的认识，从而推动其有效开展具体工作。

【Abstract】For construction enterprises， if they want to obtain sustainable and healthy development， they need to pay attention to the Party building work. At present， there are many problems that need to be solved in the Party building of grassroots projects in construction enterprises. This paper analyzes the corresponding problems， and puts forward corresponding solutions according to the problems， hoping to provide reference for construction enterprises to strengthen the Party building work in grassroots projects. Construction enterprises need to have a clear and profound understanding of the importance of Party building work， so as to promote its effective implementation of specific work.

1 引言

相对来说，项目工程和组织成员的联系比较紧密，有助于通过观测工程项目内部的实际情况，从而体现整个企业精神文化状态以及理论实践相接洽的情况。由此可见，施工企业基层党支部通常和工程项目处于统一战线，党建工作的统筹部署虽然已较好，但在基层党建管理方面还有问题需要解决。施工企业需要重视党建工作与工程效益之间的重要联系，争取全面完善并加强基层项目党建工作。

2 加强基层项目党建工作的重要意义

2.1 有助于落实科学发展观

施工项目体现着生产指挥第一线如何开展经营管理，影響着企业的经济收益，是各施工企业工作的落脚点。由此可见，注重建设良好的基层工程项目有助于企业提高社会地位，获得良性发展。首先，企业要对人力、资金以及技术等要素进行优化配置，形成特色优势，保持核心竞争力。在不断发展的过程中，项目管理要根据实践有针对性地开展基层党建工作，只有不断完善模式与创造盈利条件，才能够在市场中处于优势，进而提高整体核心竞争力。……
