Exploration and Research on the Path of Lean Management of Party Building in

Power Supply Enterprises

【摘  要】党建工作一直是国有企业管理的核心工作，坚持党的领导是保持国有企业优势的重要手段。如何将党建优势转化为企业的核心竞争力，是近几年国 有企业一直在探索的问题。企业的精益化管理，是融环境、技术、流程与文化于一体的管理体系，因此也能够在企业党组织建设中起到规范性和激励性作用。论文以党建工作在供电企业中的重要性为出发点，探索精益化管理融入供电企业的党建工作的必要性，并在此基础上研究供电企业党建精益化管理的策略。

【Abstract】Party building has always been the core of the management of state-owned enterprises. Adhering to the leadership of the Party is an important means to maintain the advantages of state-owned enterprises. How to transform the advantages of Party building into the core competitiveness of enterprises is a problem that state-owned enterprises have been exploring in recent years. The lean management of an enterprise is a management system that integrates environment， technology， process and culture， so it can also play a normative and encouraging role in the construction of the enterprise Party organization. Based on the importance of Party building in power supply enterprises， this paper explores the necessity of integrating lean management into the Party building of power supply enterprises， and studies the strategies of lean management of Party building of power supply enterprises on this basis.

1 研究背景

党建工作对于促进社会稳定发展、提高广大人民群众的生活水平和质量、維护党在群众中的形象、巩固党的执政地位都具有十分重要的意义。2016年10月，习近平总书记在全国国有企业党的建设工作会议中提到，从严治党是国有企业一直以来的党建要求与工作核心，国企是教育党员的学校，同时也是党的建设中必须攻克的堡垒。

2018年党建工作的基本思想是：以全面贯彻党的十九大精神为主线，以解决问题为突破口，以加强和规范党内政治生活为抓手，抓实基础、抓强重点、抓好创新、抓牢关键，推动形成党组织更加有力、基层党员更加有为、党建工作更加有效的支部党建新局面。

供电企业通过不断深化内部改革，行政管理体制和经营形式发生了一定的改变。在新形势下企业党建工作该如何进行强化，是供电企业组织工作者面临的一个新问题，需要认真思考和研究。……
