摘  要：工程教育认证是检验高校办学实力和教育质量的尺子。在认证背景下民族地方高校如何有效地开展土木工程专业建设，深化专业综合改革，提高本科教育质量是一个值得关注的研究课题。文章通过剖析土木工程专业认证相关规范和文件要求，认真研究影响地方高校专业办学的关键因素与环节，以专业认证为导向，以实践能力培养为重点，以产学结合为途径，从人才培养模式、协同育人、师资队伍、教学条件、信息化课程建设、创新实践活动等方面进行改革，最终实现地方本科院校土木工程专业办学水平和人才培养质量的全面提升。

Abstract： Engineering education certification is a ruler to test the strength and quality of higher education. Under the background of certification， how to effectively carry out the construction of civil engineering specialty， deepen the comprehensive reform of specialty， and improve the quality of undergraduate education is a research topic worthy of attention. Through the analysis of the relevant standards and document requirements of civil engineering professional certification， this paper seriously studies the key factors and links that affect the professional running of local colleges and universities， taking professional certification as the guidance， focusing on the cultivation of practical ability， and taking the combination of production and learning as the way. The reform is carried out from the aspects of talent training mode， collaborative education， teaching staff， teaching conditions， information-based curriculum construction and innovative practice activities， so as to realize the overall improvement of the school running level and talent training quality of civil engineering major in local undergraduate colleges.

工程教育专业认证是指专业认证机构针对高等教育机构开设的工程类专业教育实施的专门性认证，是我国高等教育五位一体评估制度的重要组成部分（图1所示），是伴随着高等教育大众化的步伐，社会对高等教育质量高度关注的必然结果。通过对工程教育专业认证，可为人才培养提供有力保障条件。《华盛顿协议》成立于1989年，是最有国际影响力的工程教育本科专业学位互认协议。2013年6月，我国成为《华盛顿协议》的预备会员。2015年10月，中国工程教育专业认证协会成立。2016年6月，我国正式加入《华盛顿协议》。通过工程教育专业认证的专业，可以实现工程学位互认和工程技术人员的国际流动[1-4]。……
