摘  要：新时代开启了社会主义高校快速发展的新征程，面对新的方位、新的目标、新的使命，高校管理工作必须全面贯彻落实立德树人的根本任务，努力打造全员全过程全方位育人的新局面。辅导员作为开展大学生思想政治教育和日常管理工作的骨干力量，必须充分理解高校管理育人的时代内涵、任务和要求，增强辅导员职业的文化自觉和自信，通过创新且有效的路径关爱、引导、服务和教育大学生健康成长成才，帮助他们筑梦、追梦、圆梦，让青年成为实现中国梦的主力军和新时代的先行者。

Abstract： The new era has set socialist colleges and universities on a new journey of rapid development. Facing the new directions， new goals and new mission， the university management must fully implement the fundamental task of morality education， and strive to create a new situation involving all the staff during the whole process of all-round education. As a main force to carry out ideological and political education and daily management for college students， counselors must fully understand the meaning， tasks and requirements of education conducted through management， and enhance their own cultural consciousness and self-confidence. They should also love， guide， serve and educate students through innovative and effective way to help students grow holistically， realize their dream， and become the main force of Chinese dream and pioneer in the new era.

党的十九大召开，中国特色社会主义进入新时代的号角吹响。面对建设社会主义现代化强国的新征程，高等学校蓄势待发，责无旁贷。高等学校承担着人才培养、科学研究、服务社会、文化传承创新的历史使命，肩负着培养社会主义接班人和新时代主力军的时代重任。全面贯彻落实立德树人的根本任务，写好教育奋进之笔，实现全员全过程全方位育人的新局面是高校育人的重要时代命题。如何更好地关注青年、关心青年、关爱青年，做青年大学生的知心人和引路人，成为了辅导员队伍开展工作的时代方向。

一、高校管理育人的时代内涵

早在1994年，国务院关于《中国教育改革和发展纲要》的实施意见就明确了加强德育工作的重要性，指出要从政策和制度上保证“教书育人、管理育人、服务育人”的落实。……
