摘  要：教育不仅是治国之本，也是育人之基。而在教育发展中，教师扮演着不可或缺的重要角色。我党一直高度重视教师队伍的打造和发展，并立足于现实情况提出诸多要求，为教师队伍合理、稳步、健康发展夯实了重要基础。全国高校思想政治工作会议召开之后，诸多高校设立党委教师工作部，该部门是在学校党委领导下，代表党委履行党管教师工作的职能部门。目的就是由党委直接抓教师思想政治工作，做好教师培养、培训及思想政治教育工作的总体规划、统筹协调和督促落实，将教师思想政治教育工作融入人才队伍建设全过程，增强教师的组织归属感，更好地履行教书育人的职责。文章通过阐述教师工作部职能的价值意蕴以及“五位一体”职能建设，提出完善职能与作用发挥的体制机制建设。

Abstract： Education is not only the foundation of governing the country， but also the basis of educating people. In the development of education， teachers play an indispensable role. Our party has always attached great importance to the building and development of teachers， and put forward many requirements based on the actual situation， which laid an important foundation for the reasonable， steady and healthy development of teachers. After the national conference on the ideological and political work in colleges and universities， many colleges and universities have set up the teacher work department of the Party committee. Under the leadership of the Party committee， it performs the functional department of the party in charge of teachers' work on behalf of the Party committee. The purpose is for the Party committee to directly grasp the ideological and political work of teachers， do a good job in the overall planning， overall coordination and supervision of the implementation of teacher training， training and ideological and political education， integrate the ideological and political education work into the whole process of talent team construction， enhance the sense of belonging of teachers， and better perform the responsibility of teaching and educating people. This paper expounds the value of the functions of the teachers' work department and the construction of the "five in one" function， and puts forward the system and mechanism construction to improve the functions and their functions.

百年大計，教育为本;教育大计，教师为本。习近平总书记曾明确表示教师是人类灵魂的工程师，是人类文明的传承者，承载着传播知识、传播思想、传播真理，塑造灵魂、塑造生命、塑造新人的时代重任。[1]“加强师德师风建设，培养高素质教师队伍，倡导全社会尊师重教”在十九大报告中已有体现。[2]高校立身之本在于立德树人。教育的根本离不开人，也就是有关“培养什么人、怎样培养人、为谁培养人、靠谁培养人”，关键点就是“靠谁培养人”的问题。……
