摘  要：当前，绿色发展理念深入人心，绿色物流发展是绿色经济社会发展的重要子系统，基于SWOT分析法，具体分析了肇庆绿色物流发展的优势和劣势及其机会和威胁，重点提出了建立绿色物流监督和管理体系、夯实绿色物流设施设备基础条件、推行低碳环保绿色物流运作方式、培养以及引进绿色物流专业人才等应对策略。

Abstract： At present， the concept of green development is deeply rooted in the hearts of the people， and the development of environmental logistics is an important subsystem of the development of green economy and society， based on the SWOT analysis method， the advantages and disadvantages of the development of environmental logistics in Zhaoqing and their opportunities and threats are analyzed in detail， and the establishment of environmental logistics supervision is emphasized， and management systems， a solid foundation for environmental logistics facilities and equipment， the implementation of low-carbon， environmentally friendly and environmental logistics operations， the training and introduction of environmental logistics professionals and other countermeasures.

随着我国经济进入高质量发展阶段，城市化进程持续加快，人们对于环境保护的意识日益增强，国家和各级地方政府生态环保相关政策法规不断出台，“绿色物流”、“绿色发展”等成为当前热点议题，物流行业的绿色发展模式成为必然趋势。绿色物流要求运用先进的科学技术和手段在运输、仓储、装卸、搬运、流通加工等物流环节，减少对环境的污染、降低对资源的消耗，做到物流作业各个环节和物流运作全过程的绿色运营，达到经济目标、社会目标和环境目标三者有机统一，最终实现可持续发展宏伟战略目标。

1  肇庆基本情况与SWOT分析法

肇庆，旧称“端州”，属广东省地级市，地处粤港澳大湾区“9+2”城市群，作为粤港澳大湾区的“生态屏障”，为更好地保护好“绿水青山”，肇庆市一直以来严格要求做好环境保护工作，坚持绿色发展理念，走绿色可持续发展之道，加速绿色崛起，发展“绿色物流”、“绿色经济”成为肇庆深度对接“港澳所需”、“湾区所向”的时代选择。……
