摘  要：“以通知印发通告”是否合理，学术界有颇多争议，此种发文形式虽然不违反《党政机关公文处理工作条例》规定，但从应用角度分析，由于直发“通告”与印发、转发“通告”的行文目的、行文方向和主送范围不同，印发、转发不应作为“通告”的发布形式。发布“通告”时，可以对“通告”的宣传贯彻执行一并提出要求，从而避免在“通告”执行过程中再制发“印发通告的通知”造成的行文争议。

Abstract： Whether its reasonable to 'issue a tonggao by tongzhi is a lot controversial in academia. Although this form of writing does not violate the provisions of the 'Regulations on the Handling of Official Documents in Party and Government Organs'， it is analyzed from the perspective of application. The writing purpose， writing direction and main delivery scope of the tonggao are different， and printing and forwarding should not be used as the form of publication of the tonggao. When issuing the tonggao， it is possible to put forward requirements for the publicity and implementation of the tonggao， so as to avoid writing disputes caused by the reissue of the tongzhi of Issuing the tonggao during the implementation of the tonggao.

《黨政机关公文处理工作条例》规定了15种主要公文种类，“通告”适用于在一定范围内公布应当遵守或者周知的事项;“通知”适用于发布、传达要求下级机关执行和有关单位周知或者执行的事项，批转、转发公文。“以通知印发通告”是否合理学术界有颇多争议。有学者指出，“从近几年来公文处理工作的现状看，‘印发类‘通知的使用非常混乱。这种混乱主要是指‘印发对象的选择标准非常混乱，即什么可‘印发，什么不可‘印发，不同的机关有不同的选择标准;甚至在同一个机关也会因人而异;哪怕是同一个人，也会因时而异，有很强的随意性。”[1]

2020年第1期《档案管理》刊登了韩雪松同志的文章《以通知印发通告：合理性辩护及路径改进》，韩雪松同志在该文中对“通知”可以作为“通告”的印发对象进行了辩护，并提出了“印发性通知转换为部署性通知”的路径改进建议。“以通知印发通告”虽然看似合理，并不违反《党政机关公文处理工作条例》规定，但从应用角度分析，以“通知”印发或转发“通告”的不合理性需要引起重视。……
