【摘  要】国有企业是中国特色社会主义的重要物质基础和政治基础，是中国特色社会主义经济的“顶梁柱”。国企党建工作的成效直接影响国企的政治方向、改革方向和发展方向，进而影响到国企的经济使命、政治使命和社会使命。在中国特色社会主义进入新时代的大背景下，全面从严治党成为开展党建工作的重要前提，国企党建工作面临新的机遇与挑战。论文基于全面从严治党环境下国企党建工作的开展形式和优化策略，从多角度、深层次、全方面进行剖析和阐述，力求为推进从严治党环境下的国企党建工作提供助力。

【Abstract】State-owned enterprises are the important material and political foundation of socialism with Chinese characteristics and the "pillar" of socialist economy with Chinese characteristics. The effectiveness of Party building work in state-owned enterprises directly affects the political direction， reform direction and development direction of state-owned enterprises， and then affects the economic mission， political mission and social mission of state-owned enterprises. Under the background of socialism with Chinese characteristics entering a new era， seeing Party self-governance exercised fully and with rigor has become an important prerequisite for developing the Party building work， and the Party building work of state-owned enterprises is facing new opportunities and challenges. Based on the development forms and optimization strategies of the Party building work in state-owned enterprises under the environment of seeing Party self-governance exercised fully and with rigor， this paper analyzes and expounds from multiple angles， in-depth and all aspects， and strives to provide assistance for promoting the Party building work in state-owned enterprises under the environment of seeing Party self-governance with rigor.

1 引言

全面从严治党作为国家“四个全面”战略总布局的重要组成部分之一，自习近平总书记在2014年到江苏调研时指出后一直被不断抬升到新的高度。2016年10月，习近平总书记在全国国有企业党的建设工作会议上指出，要通过加强和完善党对国有企业的领导、加强和改进国有企业党的建设，使国有企业成为我们党赢得具有许多新的历史特点的伟大斗争胜利的重要力量[1]。在党的十九大报告中，习近平总书记再一次强调了全面从严治党的重要性，并指出了新时代党的建设的总要求，“坚定不移全面从严治党，不断提高党的执政能力和领导水平”已成为党中央的决心和全体共产党人不断前行的方向。基于此，党建工作被推上了新的台阶，国企作为国家经济命脉的掌控者、国家经济增长的重要支撑、市场经济重要的风向标，在全面从严治党的大环境下如何正确并有效地开展党建工作，成为所有国企管理者值得思考的问题。……
