[摘要]新时期，中国非遗在传承发展中存在的资源管理问题、推广与传播问题以及全球化进程中的安全问题等，使中国非遗发展面临重大的挑战。面对纷繁复杂的新状况，必须探索新的原则与观念。

在原则方面，要系統研究非遗传承发展的顶层设计，坚持非遗“创造性转化”与“创新性发展”并重，推动非遗及其资源的“活化”发展等;

在观念方面，强调非遗传承发展要走可持续发展道路，非遗及其资源是新时期发展的重要战略资源，非遗传承发展要融入大众与生活，非遗资源化与产业化发展是新时期发展的重要战略任务，非遗传承发展要聚焦融合发展的趋势，消费是非遗传承发展中的最佳传播机制等。

Discussion on the Concept of Inheritance and

Development of the Intangible Cultural Heritage

in China in the New Era

Abstract： In the new era， China′s intangible cultural heritage has such problems in the inheritance and development as resource management， promotion and dissemination， as well as security issues in the globalization process， so that China′s intangible cultural heritage development is faced with major challenges. In the complicated new situation， it is necessary to explore new principles and concept to systematically study the toplevel design of inheritance and development of intangible cultural heritage， adhere to the equal emphasis on “creative transformation” and “innovative development” of intangible cultural heritage， and promote new principles such as the “activation” development of intangible cultural heritage and its resource. The inheritance and development of intangible cultural heritage should follow the path of sustainable development and intangible cultural heritage and its resources are important strategic resources for the development of the new era. What′s more， inheritance and development of intangible cultural heritage should be integrated into the public and life. Because the development of intangible cultural heritage resources and industrialization is an important strategic task in the new era， the inheritance and development of intangible cultural heritage should focus on the trend of integrated development. Consumption is the best communication mechanism in the inheritance and development of intangible cultural heritage.

非物质文化遗产（以下简称非遗）是国家与民族的宝贵财富，是我国文化建设的重要组成部分。在国家大力弘扬优秀传统文化，积极推动生态文明建设的政策背景下，在新经济、新消费、新常态的发展态势下，中国非遗的传承与发展已经进入了新的历史时期，而与之相应的传承与发展观念在很多方面却还显得较为滞后。因此，探讨新时期中国非遗传承发展的新观念，进一步厘清其发展思路，意义重大。
