摘要：保障国家粮食安全的根本在耕地，土地整治是补充耕地的重要手段。然而，土地整治工作涉及范围大，自然、经济、社会背景复杂，技术要求高，政策性强，制约的因素多，因此土地整治工程建设过程中往往呈现不同的问题，影响工程实施及项目质量。本研究根据中国土地整治的特点，查阅文献资料以及结合工程实践经验，总结土地整治工程实施过程中遇到的主要难点和问题，提出解决方案和建议，以期为实现土地可持续利用提供参考。

The Main Factors Affecting the Implementation of Land Remediation Projects

Abstract： Cultivated land is the fundamental guarantee ensuring national food security， and land remediation is an important means to supplement cultivated land. However， land remediation involves a large scope of aspects， with complicated natural， economic and social backgrounds， high technical requirements， strong policy-dependence and many restrictive factors. Therefore， land remediation often presents problems， which affect project implementation and project quality. Based on the characteristics of land remediation in China， literature review and practical project experience， the author summarizes major difficulties and problems encountered in the implementation of land remediation project， and puts forward solutions and suggestions for the realizing sustainable land use.

近年来，随着社会经济的发展和科技的进步，中国城镇化、工业化建设不断扩大，导致的建设用地需求和频繁占用耕地问题逐年增加、人地矛盾突出，耕地保护形势严峻。土地整治是有效补充耕地、确保18亿亩耕地红线和粮食安全的重要手段之一。目前陕西省耕地后备资源短缺，且多属于难利用地，整治开发利用难度大。土地整治工程就是為了实现耕地数量、质量、生态“三位一体”保护新格局以及人居环境和生态环境的有效改善，最终达到能动协调人地关系和谐发展。然而，土地整治工作涉及范围大，自然、经济、社会背景复杂，技术要求高，政策性强，制约的因素多。因此土地整治往往呈现不同的问题。如果是土地整治工程在开工前期规划不足，将会导致后期土地的利用方式难以得到实现。工程施工过程中缺乏先进技术，忽视了社会、生态效益等，将会导致后期的管理、经营乏力，整治的区域土地利用率不高，生产效益低，甚至再次荒废等[1-2]。……
