摘要：科技成果转化“三部曲”的问世，有力地推动力了中国科技成果转化的效率和质量。但从农业领域看，企业研发投入不足，难以成为创新的主体，科研机构只注重技术指标的先进性，忽视了市场的需求，科技经济“两张皮”的现象一直存在。以中国农业科学院为例，从加强体制机制创新、促进科企融合、打造专业机构和队伍、搭建孵化平台、提供资金保障、注重知识产权管理等方面，对农业科研机构如何打通科技与经济结合的通道提出了有针对性的切实可行的建议。

Research on the Implementation Strategy of Technology Transfer in Agricultural Research Institutions——Taking the Chinese Academy of Agricultural Sciences as an Example

Abstract： The‘Technology Transfer Trilogy’promotes the efficiency and quality of technology transfer. But it is hard for the enterprises to become the main body of innovation in agricultural field because of the lack of input in research and development. Meanwhile， scientific institutions only focus on the advancement of technical specification and ignore market requirements. Therefore， the departure of S&T and economy always exists. In order to break the wall between S&T and economy， taking Chinese Academy of Agricultural Sciences as an example， the study gives applicable suggestions from the following aspects： innovating system and mechanism， integrating scientific institution and enterprise， building professional organization and team， setting up incubation platform， providing financial security and paying more attention to IP management.

中國自20世纪80年代以来的科技体制改革，一直把促进科技与经济相结合作为中心环节和着力解决的根本问题[1]。党的十八大以来，科技体制改革向纵深推进，习近平再次鲜明地指出“改革的目标只有一个，那就是要进一步打通科技和经济社会发展之间的通道”，科技创新必须要与经济社会发展相结合，转化为推动经济社会发展的现实生产力，而不能够仅仅停留在实验室里。为促进科技与经济社会发展的深度融合，党中央、国务院出台了一系列政策文件，极大激发了全社会的创新活力，促进了社会经济发展。

科技与经济结合的关键环节在于促进科技成果转化。农业科研机构是中国目前农业科技创新的主要力量，国家和地方各级农业……
