[摘要] 随着人民生活质量的提高，公立医院也在快速发展，对公立医院的财政补助也从以往的财政兜底的形式逐步向“精准补助”的形式过渡。因此公立医院需进行更加精细化、精准化的财务核算，将财务管理嵌入到全流程管理中。该文提出应形成现代化的财务管理概念，并就如何构建公立医院财务信息化开展探讨，分析了现存的财务信息化过程存在的问题。

Discussion on Informationization of Financial Management in Public Hospitals

[Abstract] With the improvement of people's quality of life， public hospitals are also developing rapidly， and the financial subsidies for public hospitals have gradually transitioned from the previous form of financial relief to the form of "precise subsidies". Therefore， public hospitals need to conduct more refined and precise financial accounting and embed financial management into the entire process management. The article proposes that a modern financial management concept should be formed first， and how to build public hospital financial informationization， and then analyze the existing problems of the financial informationization process.

随着人民对健康水平的要求不断提高，公立医院的业务量正在快速增长。由于公立医院向社会提供更多的服务时均需以公益性为原则，这意味着公立医院的收费定价往往也低于市场价格，导致公立医院的收入往往低于成本支出，使得公立医院的资金缺口将会越来越大。以往国家会以财政兜底的形式对公立医院进行补助，补助形式比较简单，弥补亏损部分，确保公立医院收支平衡即可，但这种做法往往使得公立医院形成过度医疗行为，扩大亏损以获取更多的补助。而现在随着整个国家对医院运营管理的要求不断提高，在科技计算的能力不断增强的基础下，未来国家对医疗体系的补助的核算将会逐步转为精确化和精细化，形成“精准补助”。以往政府为医疗机构兜底的行为将会越来越少，取而代之的是会对规定的医疗行为进行越来越精确的补助核算[1]，并在政府补助、居民自费和医院运营中取得相对的平衡。……
