摘 要 文章从档案开发利用的主体及受众角度，对档案开发利用参与者从古代具有“君本位、相对单一”，到近代“官学并行、史学界作用凸显”，再到当下“参与者范围逐步扩大、‘以人为本成为最主要的指导思想”等特点进行阐述，并着重对当下档案开发利用参与者进行分析，在此基础上从“将受众纳入社会档案资源建设及开发利用的主体中”“理论研究主体与实践主体有效结合”“‘以人为本，扩大视野”三个角度提出当下档案开发利用的努力方向。

Abstract From the perspective of main body and audiences of archives development and utilization， the paper elaborates the characteristics of the participants： being “monarch-based and relatively single” in the ancient times， “official and academic parallelism and prominent role in history” in modern times， and current “gradually expanding participant scope with ‘being people-oriented as the major guiding ideology”. Then the paper analyzes the participants of current archives development and utilization. On this basis， from the perspective of “incorporating the audience into the main body of social archives resources construction and development and utilization”， “effective combination of theoretical research main bodies with practice main bodies”， “being people-oriented and broadening the horizon”， the current direction of the development and utilization of archives is proposed.

现代档案学中，开发工作和利用工作在实际上是相互衔接、相互促进的，档案信息开发工作和档案提供利用工作，是同一社会活动过程中的两个相互关联环节，缺一不可[1]193。故在实际工作和研究中，通常都是将档案开发工作和提供利用工作联合称为“档案开发利用工作”[2]51。这项工作涉及四方面的“人”：形成者、保管者、开发者、利用者。根据四者参与档案开发利用时所扮演的角色，又可将其划分为档案开发利用的主体（形成者、保管者、开发者）和受众（利用者）。
