摘 要 甘乃光在民国年间曾以文书档案工作著称，他亦曾担任国民政府外交官，并处理过20世纪40年代一些著名的侨民事务，主要包括：1.甘乃光在40年代为制止苏联非法侨民在新疆等地扩大势力进行了努力;2.甘乃光在抗战结束后参与东南亚华侨返回居留地的交涉，由此推动了华侨返回原居留地;3.甘乃光任职驻澳大利亚大使期间，积极维护华侨利益，并致力于中澳关系的经营。甘乃光处理侨民事务的经历说明：1.国家实力在对外交往中的重要作用，抗战前后中国在反法西斯战争的地位变化和重要性是英法等国对华侨民事务态度变化的一个重要因素;2.外交官个人外交技巧与素养也是解决外交事务的一个重要基础，甘乃光处理侨民事务的经验教训也为当前我国侨务处理提供了借鉴和参考。

Abstract During the period of the Republic of China， Gan Naiguang was famous for his work in documents and archives. He also served as a diplomat of the National Government and dealt with some well-known emigrants affairs in the 1940s. Firstly， Gan Naiguang made efforts to to stop illegal Soviet immigrants from expanding influence in Xinjiang and other places in China in the mid-1940s. Secondly， after the end of the Anti-Japanese War， Gan Naiguang participated in the negotiation of Chinese emigrants in Southeast Asia returning to their places of residence. Thirdly， during his time as Ambassador to Australia， he actively safeguarded the interests of Chinese emigrants and devoted himself to the management of Sino-Australian relations. Gan Naiguang's experience in dealing with Chinese emigrants affairs showed that national power played an important role in diplomatic affairs and the change of China's position in the anti-Fascist war before and after the Anti-Japanese War was an important factor in the change of attitudes of UK， France and other countries towards Chinese emigrants affairs. It also showed that diplomats' personal diplomatic skills and quality were also an important basis for solving foreign affairs. The experience and lessons of Gan Naiguang in dealing with Chinese emigrants affairs also provide reference for the current handling of Chinese emigrants affairs.

20世紀40年代，国民政府涉及的侨民事务分为两大类：一是在华外籍侨民战后遣返问题;二是战后华侨返回居留地问题。甘乃光作为民国年间的政治家与外交家，早期对文书档案工作多有贡献，其在40年代中后期又开始担任外交部政务次长以及驻澳大利亚大使等职务，他在当时国内外局势复杂多变、侨民事务敏感繁琐的情况下参与了国民政府侨民事务的处理并多有贡献。……
