摘要：文章以一次大样本的城市居民生活垃圾分类调查数据为依据，对一种为城市生活垃圾分类处理系统设计的三方App方案所能提供的量化数据进行了分析，并提出了对分类投放环节中居民端App设计的模块规划办法;同时为城市居民生活垃圾分类推行和落实的措施选择提供了有力的依据。

Enlightenment of municipal domestic refuse classification survey on the design of tripartite App

Abstract：Based on a large sample of online survey on municipal domestic refuse ， this paper comprehensively analyzes the quantitative data provided by a Tripartite App scheme which designed for the urban residents domestic refuse classification and treatment system and puts forward a module planning method for the design of the residential App in the classified delivery link. It also provides a module planning method for the design of the residential App in the urban household garbage classification and treatment system and provides a strong basis for the implementation of municipal domestic refuse classification.

1 研究的出發点

垃圾分类被国际上普遍认为是从源头破解“垃圾围城”困境的有效举措，使得生活垃圾得以“减量化、资源化、无害化”处理，是解决垃圾问题的最根本和最有效的方法[1][2]，本项目正是针对这一关键点，对城市居民生活垃圾分类的落实展开研究。

2017年3月《国务院办公厅关于转发国家发展改革委住房城乡建设部生活垃圾分类制度实施方案的通知》（国办发〔2017〕26号）确定首批46个重点城市先行实施生活垃圾分类，2019年7月1日《上海市生活垃圾管理条例》正式实施，为垃圾分类在我国的强制推行拉开了序幕。居民生活垃圾分类的起点和所带来的社会效益这个终点之间，需要一个桥梁来衔接和支撑，才能真正运转起来，结合国内外垃圾分类治理的实践及当前我国城市生活垃圾分类工作的现状，鉴于政府作为单一的垃圾分类管理主体的局限性，基于垃圾分类实践操作即把城市生活垃圾按照成分、价值、特征的不同分为各种类别，其中涉及3个主要环节：分类投放、分类运输、分类处理。……
