摘 要：该文分析了地方营造林工作中存在的问题，主要包括：营造林的数量与质量之间的矛盾、造林量与采伐量之间的矛盾、公益性与经济效益之间的矛盾以及缺乏后期管护保障等。提出了地方营造林工作的改进策略，主要包括：充分融入科技理念，保障造林数量与质量兼顾;适当扩大造林面积和规模，保障造林与采伐数量兼顾;加强造林后期管理，保障造林与后期管护兼顾;充分考虑市场化运作，保障造林经济与生态效益兼顾，以期为改进和完善东至县以及其他地区的营造林工作策略提供参考。

Problems and Countermeasures in Local Afforestation Work

Abstract： The author first analyzed the bottlenecks of local afforestation， mainly including： the contradiction between the quantity and quality of afforestation， the contradiction between the amount of forestation and harvesting， the contradiction between public welfare and economic benefits， and lack Issues such as later management and protection. Further proposed strategies for improving local afforestation work， including： fully incorporating scientific and technological concepts to ensure both the amount and quality of afforestation; appropriately expanding the area and scale of afforestation to ensure that both afforestation and logging are taken into account; strengthening late-stage afforestation management， ensuring afforestation and later management and protection Give due consideration to; take full account of market-oriented operations to ensure that both afforestation economics and ecological benefits are taken into account. It has a positive reference and guiding significance for improving and perfecting the forestation work strategy of Dongzhi County and other areas.

林業作为一项重要的基础产业和公益事业，在各地生态经济发展中扮演着重要的角色，尤其在经历多年牺牲环境换经济的发展模式之后，改善生态环境，促进经济实现可持续发展已成为各地发展的共识。为此，国家专门提出“新林业”的概念，主要是倡导保护原始林的效益，同时也允许林农收获木材以及开发林副产品，最终达到缓和木材的收获与木材的采伐之间的冲突[1]。因此，进一步强化天然林保护和顺利推进人工造林工作就成为改善生态环境及发展循环经济的重要抓手。而随着营造林工作的开展，也出现了很多新的问题，包括：更新造林中存在数量与质量不成比例、重采轻造、后期抚育管理不到位、缺乏定向培育和商业运营考虑等。本文分析了新时期地方营造林工作存在的主要问题，并结合东至县实际情况，提出了地方营林造林工作的开展思路，旨在为解决东至县以及其他地区营造林工作提供参考。……
