摘 要：通过研究北京冬奥周期冰雪体育人才需求的现状，界定冰雪体育人才概念、分类，研究非竞技类冰雪体育人才的概念、现状、构建其培养体系及途径，采用一种“开放的大教育”模式，利用学校学历教育与职业资格培训两种培养体系，充分挖掘公办与民办、国内与国外、体育领域与非体育领域等六类教育资源，构建非竞技类冰雪体育人才培养体系。

Abstract：By studying the current situation of the demand for ice and snow sports talents in Chinas winter Olympic cycle， we define the concept and classification of ice and snow sports talents， and determine that the ice and snow sports talents are divided into two categories： competitive ice and snow sports talents and non-athletic ice and snow sports talents. After researching on the cultivation system and approach of the non-athletic ice and snow sports talents，we adopt an “open macro-education” model， which utilizes two cultivation systems including school education and vocational qualification training and fully exploits these six education resources from public and private， domestic and foreign， sports and non-sports fields， to build a cultivation system for non-athletic ice and snow sports talents.

随着2018年平昌冬奥会、冬残奥会的闭幕，冬奥会正式开启北京周期，其筹办由“基础计划”进入“专项计划”，场馆建设由“规划建设”转入“全面建设”，筹办工作由“学习积累”进入“创新实践”阶段，即为北京冬奥周期。在北京冬奥周期期间，习近平总书记提出了“三亿人上冰雪活动”及“冰天雪地也是金山银山”经济发展理念，我国冰雪运动迎来了前所未有的发展机遇，也给我国冰雪体育发展带来了新的挑战，其中对人才的需求首当其冲。预测表明，除冰雪竞技人才外，北京2022年冬奥会还需要非竞技冰雪专业人才至少要在10万人，涉及建设类、语言类、科研类、管理类、康复类许多专业领域，可见非竞技冰雪体育专业人才培养问题是保障北京冬奥会成功举办的必要条件。专家预测，到2025年全国雪场数量将达到1 500家。“三亿人上冰雪活动”将带动越来越多的人参与冰雪运动，落实“冰天雪地就是金山银山”的经济发展理念，大力发展冰雪产业同样需要大量非竞技冰雪体育专业人才的支撑，研究非竞技冰雪体育专业人才培养体系和途径是关键，具有重要的时代意义。……
