摘要 党的十九大提出乡村振兴战略，其中推动农村一二三产业融合发展是重要内容。农村一二三产业融合应当依托农业、农村资源，实现农业产业链延伸和多功能开发。金乡县地处山东省西南部，近年来依托当地大蒜优势产业，探索出一套一二三产业融合发展的有效模式。基于大蒜产业的金乡一二三产业融合模式、路径进行了介绍，并运用层次分析法对三产融合发展做了评测。

Abstract The 19th CPC National Congress put forward the strategy of rural revitalization， among which promoting the integrated development of primary， secondary and tertiary industries in rural areas is an important content. The integration of primary， secondary and tertiary industries in rural areas should rely on agriculture and rural resources to realize the extension of agricultural industrial chain and the development of public energy.Jinxiang County is located in the southwest of Shandong Province. In recent years， it has explored an effective mode of integrated development of primary， secondary and tertiary industries by relying on local garlic dominant industries. This paper introduces Jinxiang integration mode and path of primary， secondary and tertiary industries based on garlic industry， and evaluates the integration development of tertiary industry by using AHP method.

党的十九大提出乡村振兴战略，中央一号文件《中共中央国务院关于实施乡村振兴战略的意见》在2018年伴随出台。《意见》中明确提出要进一步提升农村一二三产业融合发展，增加农民增收渠道，缩小城乡收入差距。

关于农村一二三产业融合的内涵，国内还没有统一的认识。国内学者从不同的角度对农业一二三产业融合的内涵进行了分析。一种分析强调农业的产业链延伸和多功能开发。马晓河[1]认为农村产业融合应该依托农业，通过资源的跨界集约配置，使得农业生产、加工、销售、休闲及其他服务业有机连接。这和较早提出三产融合概念的日本学者村奈良臣观点类似。20世纪90年代，村奈良臣提出应该鼓励农户搞多种经营，发展农产品的加工、流通和观光旅游。也有学者从交易成本和分工理论出发，对三产融合的内涵进行分析[2]。……
