Process Risk Analysis of Chemical Procurement in Chemical Production Enterprises

【摘  要】随着我国经济的快速发展，国家越来越重视现有的化工生产企业采购化学品过程风险管理工作。化工企业在采购化学品时其实存在着较大的风险，因此必须要根据现有的企业运行情况，选择合适的化学品采购方法，以提升其基本的效用。论文主要针对现阶段的危化工生产企业采购化学品过程风险管理进行有效分析并提出合理化建议。

【Abstract】With the rapid development of China's economy， more and more attention has been paid to the procurement process risk management of existing chemical production enterprises. Chemical enterprises do have a greater risk during purchasing chemicals， so it is necessary to choose the appropriate chemical procurement methods to enhance their basic utility according to the current situation of enterprises. In this paper， the risk management in the process of purchasing chemicals for dangerous chemical enterprises is analyzed and some reasonable suggestions are put forward.

1 引言

在现阶段的化学品在采购过程中存在着多种多样的风险，既普遍存在又客观合理。由于其所涉及的环节较多以及范围较广，无论是多元化的主体还是企业长期性的周期管理，在不同的方面所涉及的社会环境都会出现很大的变化，可能会受到某些不可控因素的影响。危险化学品的危害性较大，导致目前生产企业在化学品采购时的风险识别与管理存在着较大的困难，因此必须要根据现有的发展情况对其进行深入分析，以减少采购中存在的危害。

2 采购过程中相关的事故案例

现阶段我国化工企业在采购管理中经常会发生一些安全事故，下面主要介绍三个安全事故来对其进行一个整体性的介绍。2005年3月在广西壮族自治区桂林市已经发现一个停产两年的金属工艺产的厂内有10kg的氢化亚铜被盗，这种化学物品属于有毒化学物品的一种，在高温或者酸性物质接触时会产生一种剧毒性的氯化氢物体，其会导致社会公共安全从而产生一定的隐患性。……
