摘要：以四川省第一个获批的国家级水土保持科技示范园简阳南冲堰水土保持科技示范园的规划建设为案例，从园区选址、功能结构与分区、功能布局等方面分析川中丘陵区生态产业型水土保持科技示范园的规划，为水土保持科技示范园区规划建设提供理论和实践参考。

Abstract：

Taking the planning and construction of the first approved national ecological-industry park of water and soil conservation at Nanchong weir in Jianyang City for example， the planning of the ecological-industry park of water and soil conservation in the hilly area of central Sichuan was analyzed from the aspects of site selection， functional structure and zoning， and functional layout. It provides theoretical and practical reference for the planning and construction of water and soil conservation park.

水土保持科技示范园是集水土保持治理技术示范、科研试验、技术培训、教育宣传、生态产业培育等多种功能为一体的综合园区，在增强全社会水土流失忧患意识、展示水土保持治理成果、提升水土保持科技水平、促进生态文明建设等方面发挥了积极作用。自2006年水利部办公厅印发《水利部水土保持科技示范园区评定办法（试行）》以来[1]，各地按照评定办法积极开展工作，到2017年全国已建成国家级水土保持科技示范园区120多个[2]。在今后较长一段时间内，水土保持科技示范园区建设将成为水土保持科技示范建设的一项重点工作。近年来，已有学者对水土保持科技示范园区规划进行了研究[3-6]，但从总体而言，我国水土保持科技园的建设仍处于探索阶段，还没有成熟的建设模式和完善的规划理论可依循[7]。科技示范园定位不准确，特色与创新不明显;园区科技研发能力薄弱，科技成果产出较低;科技园区规划不科学，科技推广体系不健全。基于不同区域的水土流失特征和治理状况，科学选定示范园区位置，确定功能结构及发展目标，合理划定功能分区，是水土保持科技示范园区规划和建设的重点[8]。……
