【摘 要】精细化工在现代高科技领域占据着重要地位，其专用化学品和新材料既是战略性新兴产业的重要组成部分，也是支撑其他战略性新兴产业发展的基础，还是传统产业升级的保障。在现代化工业的新兴领域里，精细化工活力无限，其产品具有多品类、高附加值、多用途、产业关联度大等特点，为国民经济中的高新技术产业的各行业和各领域提供服务。论文通过对精细化学工业特点的分析，讨论了国内精细化工发展的现状及面临的问题，提出了一些建议，希望有助于我国精细化工企业的发展。

【Abstract】 Fine chemical industry occupies an important position in the field of modern high-tech. Its special chemicals and new materials are not only an important part of strategic emerging industries， but also the basis for supporting the development of other strategic emerging industries， as well as the guarantee of upgrading traditional industries. In the new field of modern chemical industry， fine chemical industry has infinite vitality. Its products have the characteristics of multi-category， high added value， multi-purpose and large industrial correlation. It provides services for all industries and fields of high-tech industry in the national economy. Based on the analysis of the characteristics of fine chemical industry， this paper discusses the current situation and problems of domestic fine chemical industry development， and puts forward some suggestions， hoping to contribute to the development of China's fine chemical enterprises.

1 我国精细化工的发展现状及存在的问题

精细化工率（精细化工产值占化工总产值的比例）对一个国家或地区化工发展水平的高低有着重要影响。世界精细化工在经济发展和科技进步的国际环境下已进入成熟期，我国在精细化工方面取得了重大成就，但与国外发达国家相比，还有很大的差距，不能适应国民经济的进步，人民生活的高质量发展，存在着以下问题。

1.1 生产技术水平有待提高

精细化工生产的工艺技术有待改善，还没有普遍使用像氢还原、连续硝化、绝热硝化、液体SO、磺化等比较先进的技术，很多小企业的生产方式比较粗放、分散，自动化水平低，特别是在单元操作、工艺路线及产品后处理等方面还停留在20世纪中后期的水平。国内在精密高分子树脂和材料，高质陶瓷，液体材料，化学品信息化等新领域的发展才刚起步。……
