【摘 要】高校带动型政产学研协同创新是侧重政府机构参与的同时又强调以高校为中心的一种政产学研协同创新模式。论文旨在阐述高校引领新型政产学研协同创新模式内涵及不足的同时，结合张家港自身产业结构特点，突出高校的带动作用，通过多方的协调配合，充分发挥高校资源优势，推动张家港政、产、学、研以及其他主体之间的深度融合，提出优化张家港高校带动型政产学研协同创新路径，推动地方产业界技术创新与转型升级。

【Abstract】The collaborative innovation of university with dynamic and political industry， university and research is focused on the participation of government agencies， and also emphasizes the mode of university-centered and political industry， university and research cooperative innovation. The purpose of this paper is to explain the connotation and the shortage of the new-style and political industry， university and research collaborative innovation mode in the university， and to combine the characteristics of the industrial structure of Zhangjiagang， to highlight the driving effect of the university， and to give full play to the resources advantage of the university through the coordination of the multi-party， and to promote the deep integration of Zhangjiagang's government， industry， education， research and other subjects. It is proposed to optimize the collaborative innovation path of government， industry， university and research in Zhangjiagang Universities， and promote the technological innovation， transformation and upgrading of local industry.

1 引言

现今国家战略层面上鼓励高校同科研机构、企业深度产教融合，建立战略联盟，实现资源共享。此外，在江苏省“一中心一基地”和苏州市关于打造“一基地一高地”的重要文件精神引领下，张家港市围绕“四大路径”实施聚焦转型创新驱动行动计划，强化科技创新核心实力，提升经济发展质量和效益，如何实现政产学研协同创新，是张家港打造战略性新兴产业新高地的内在源动力。

张家港作为人才聚集高地，高校和科研院所要凝心聚力与政府、企业、金融等机构寻求同频共振，形成高校带动，与企业、科研机构、政府和中介机构等主体相互配合，相互协同，围绕共同目标，共同创新的高校带动的新型政产学研创新模式。助推张家港经济在创新驱动、内生增长的发展轨道上平稳过渡。
