摘 要 高校创新大学生素质教育驱动对于响应习总书记对思想政治工作的重要讲话精神具有重要意义。创新素质教育的主要问题有人才培养模式、传统教育管理体制以及高校科技创新机制、传统教学理念和教学方式方面的原因，新时代高校素质教育的创新驱动的途径主要包括：大力营造素质教育的制度环境和文化氛围，优化思想政治教育质量，推进高校机制体制创新以利于素质教育的发展，切实强化党建管理体制的素质教育驱动保障。

Abstract It is of great significance to respond to general secretary Xi's important speech spirit of ideological and political work. Innovation quality education of the main problems are talent training mode， the traditional education management system， and the university of science and technology innovation mechanism， the traditional teaching idea and teaching way， the new era of innovation driven approach to quality education in colleges and universities mainly includes： to build the system environment and cultural atmosphere of quality education， optimize the quality of ideological and political education， promote the innovation of mechanism system to facilitate the development of quality education， to strengthen party building management system of the quality education drive protection.

1 新时代高校素质教育驱动的意义

（1）创新素质教育驱动是适应当今时代发展的需要。党的十九大报告明确指出：知识经济是以高新技术为特征，以新知识的创造为核心的经济，它不同于以往的农业经济和工业经济。在知识经济时代，国家综合国力的增强将依赖于高素质的科技型人才和创新性人才。而高校作为培养人才的主阵地，应把创新要素与高素质人才培养的思想政治教育工作紧密结合起来。贯穿于教育教学的全过程。提高学生的创新能力，使大学生在实践中运用综合性的专业技能和知识，开展富有建设性和创造性的工作，从而打造就业竞争力的有效砝码。

（2）创新素质教育驱动是加强高校党建与团建工作的重要抓手，是适应知识经济时代对高素质人才需求的体现。高等教育培养的大学生占据我国劳动力市场的一大部分，要实现培养大量的专业人才和顶尖的创新型人才，这是新时代的教育目标。……
