摘 要 当下社会管理创新活动在各个领域内如火如荼地进行着，公安管理创新活动也正紧锣密鼓的在全国各级公安部门开展起来。为了使公安管理创新活动成本更低效率更高，在整个创新活动中创新路径的选择显得尤为重要，成为公安管理创新是否成功的关键所在。而在创新公安管理工作中，创新主体的培养，创新客体的开发，创新中介的打造以及创新环境的营造都起着至关重要的作用，如何做好这些方面的建设和培养将是公安管理创新工作成败的关键。

Abstract Nowadays， social management innovation activities are in full swing in various fields， and public security management innovation activities are also being carried out intensively at all levels of public security departments across the country. In order to make the cost of public security management innovation activities lower and more efficient， the choice of innovation path in the whole innovation activity is particularly important， and it is the key to the success of public security management innovation. In the innovative public security management work， the cultivation of innovative subjects， the development of innovative objects， the creation of innovative intermediaries and the creation of innovative environments play a vital role. How to do well in the construction and training of these aspects will be the management innovation of public security is the key to success or failure in work.

公安管理創新的路径与其活动的结构紧密相关，深入分析公安管理创新工作的组成结构，就可以寻找到它创新的路径。公安管理创新的构成要素包括：创新主体、创新客体、创新中介组成的内部要素和各方面创新环境构成的外部要素。因此公安管理创新工作的路径相应地包括四个方面：培养公安管理创新的主体；开发公安管理创新的客体资源；打造公安管理创新的中介系统；营造公安管理创新的外部环境。

1 培养公安管理创新的普遍主体

公安管理创新的主体，是指从事现实的公安管理创新工作活动的人。在培养公安管理创新普遍主体的过程中要注意以下几方面的强化。
